These tracts were separated from the Darrang and Lakhimpur districts of the province of Assam at that time. This separation was done to form the North East Frontier tract which consisted of 3 administrative units named as

Exclusion of the area
In 1937, the three Frontier tracts namely Sadiya, Lakhimpur and Balipara came to be known collectively as the excluded areas of the province of Assam. This process was supported by the provision of the section 91 one of the Government of India Act 1935.

Tirap Frontier tract
In 1943, a new administrative unit called the Tirap Frontier tract comprising certain areas of the Lakhimpur and Sadiya Frontier tracts came into existence. A post of adviser was also created to administer the division.

In 1950, this union territory presently called as Arunachal Pradesh was included in th 6th schedule. Constitutionally it was a part of Assam and specially administered by the Governor of Assam. Governor of Assam acted as an agent of President of India. At that time Mr. Rajendra Prasad was President of India. The governor had an adviser.
