Constitution of India - one liner notes - Article 3

1. What is Article 3 of Constitution of India? - Formation of new state and alteration of boundaries, areas or names of existing states.
2. Who is authorized for formation of new states? - the Parliament of India can form  new states or alter boundaries, areas or names of existing states.
3. If Parliament of India want to create a new state  by joining parts of different states then what is main requirement of the bill? -  recommendation by President of India.
4. When Article 3 was amended? - Constitution 5th Amendment Act 1955.
5. What are the effects of 5th Amendment Act? -
a) it made recommendations by president compulsory,
b) it gave value to the opinion of the state which is affected by the parliament law for formation of new state or alteration of boundaries, areas or names of existing states,
c) also state have to give their opinion within specified time limit described by president.
6. What is the meaning of "states" in clauses (a) to (e) of article 3? States as well as union territories of India.
7. What is the meaning of "States" in the provision of article 3? - States of India.
8. When did provision incorporated in article 3? - Constitution 5th Amendment Act 1955.
9. When did explanation of the provision of article 3 was incorporated? - by the Constitution (Eighteenth Amendment) Act, 1966.
10. How many times article 3 was amended?
Three times
A) 5th amendment, 1955 - Provision for the recommendation of President of India as well as opinion of states was inserted.
B) 7th amendment, 1956 - words and letters " specified in Part A or Part B of first schedule" from provision were omitted.
C) 18th amendment, 1966 - explanation of the provision inserted by 5th amendment was inserted in 1966 by constitutional 18th amendment act 1966.
